    Historical reason.

    Before the constitutional monarchy, the British Empire owned at least 1/4 of the World. Before the U.K. becomes the current form, the monarchy actually owned, in separate forms, England, Scotland, Wales and Ireland, and more.

    Because they are owned by the monarchy independently, so the ruler was actually the sovereign of each separate country. Hence, the title.

    This also explains why the current monarch - Elizabeth II, still has the titles like Queen of Scotland, Queen of Canada, etc.
