1. or otherwise defined costs
Otherwise in this context means in other respects (在其他方面)
the contractor is reimbursed for allowable or otherwise defined costs
= the contractor is reimbursed for allowable costs or costs defined in some other ways
Otherwise is an adverb.
2. a given number of units of one currency
Given means predetermined, or predefined.
3. arm's length transaction
= a commercial transaction done in accordance with market values, disregarding any connection such as common ownership of the companies involved

Or other wise=adverb?
(1)otherwise(adv)=is reimbursted=pay back the money they have spent.
If the reimbursed money ,Or defined money were different=giving you a different amount=$N instead of $M.,
You'll be reimbursted for another defined costs.
(2)Given=adj.
Means stated how much(=100:00)
-----------arrangedd how much(=100:00)
eg:-HK$100:00=RMB 82:06
(3)Keep at arms length=to avoid having a close relationship with the buyer/seller. when cost and pay are clearly and fairly transacted.
eg:-The transaction was against any fault.
