They have been badly hurt in the last year by the sharp decline in home prices
and the rise in mortgage delinquencies and foreclosures.
Had been ?
the company said it is no longer certain that it will have enough capital to
carry it through the losses it sees into 2009.
They have been badly hurt since the last year by the
sharp decline in home prices and the rise in mortgage delinquencies and foreclosures

have been 係 present perfect tense,可以用於一件發生左o既事,而後果影響至今。
你諗用 had been,會唔會因為見到 last year?
had been 係 past perfect tense,用於兩件舊事一齊道出時,比較出時間關係:舊do既一件用 past perfect,近do既一件用 simple past。如:
They had been badly hurt by the declined home prices, but the economic upturn came just when they needed it.
