To attract more tourists come to Hong Kong, we can do it in several ways:
A) Lowering Costs of Tourists
1) Tourists eligible to enter Hong Kong
Hong Kong government can reduce the barriers and hurdles of getting a Hong Kong visa such as fees and timing of approvals. To attract tourists from China, Hong Kong should discuss with Chinese government for openning more nationalists to come to Hong Kong.
2) Tourists costs to enter Hong Kong
Hong Kong government may allow more cheap airlines to operate in Hong Kong that can bring in tourists all over the world. Hong Kong government has been doing well in opening more entrances to Hong Kong at the boundary with China.
3) Hotel costs
Hong Kong is too famous for high hotel room rates. This can be easily resolved if government allows private sector to build more hotels or approve more conversion of industrial buildings to hotels.
B) Enhancement of Tourists spots
1) Preserve the original Hong Kong
Hong Kong government is the most active organization in Hong Kong in destroying the original Hong Kong. "Original" Hong Kong includes all those old buildings, old streets, old shops, old living styles, etc. However, the Urban Redevelopment Authority is very eager to remove all of them. Moreover, government is also eager to remove all those things in colonial period such as Queen's Pier. Removing all these reduces the interests of tourists.
Tourists come to Hong Kong usually want to see the old things, not the modern things.
2) Introduce the tour of natural scenery
Sai Kung and old villages in New Territories are very attractive to tourists. However, government is not interested in introducing that and tourist industry is not also eager in developing that.
3) Set up more local shops
One of the attractions to tourists Hong Kong lacking is the local products such as local artists, local handicrafts, etc. Hong Kong is somewhat too emphasis on worldwide brand name that tourists can buy them in their home countries.
C) Reducing Air Pollution
With the promotion of mass media, people in the world have a feeling that Hong Kong is a highly polluted city. Government should do more to reduce air pollution such as restricting number of buses running in the street. Also, in city development, government should consider the air movement.
D) Better service with highly quality guarantee
To protect the shopping paradise image, Hong Kong government should impose heavy punishment to those bad shops.
To promote catering paradise image, Hong Kong government should provide more training to waiters and waitresses. Nowadays, most of the waiters and waitresses are coming from China. They are not really familiar with the correct service attitude of a catering paradise.
E) Publicity of Hong Kong
Hong Kong government should do more overseas publicity of Hong Kong.

As it is expected that more Mainland residents will come to Hong Kong under the Individual Visit Scheme. Government should speed up the construction of tourism infrastructure and developing new tourism attractions, for instance, West Kowloon Culture and Entertainment area, Fisherman’s Wharf at Aberdeen and renewal of facilities in Ocean Park. At the same time, Government should encourage more international theme park organizations open their business in Hong Kong, for example Universal Studio. Tourism sectors support Government to hold more world-class events in Hong Kong based on previous experience in organizing major events. With the increasing number of visitors, Government should improve cross boundary facilities, transport infrastructure in LoWu and LokMaChau, and consider extending opening hours of control points at ManKamTo and ShaTauKok, increase the frequency of railway and bus direct services and implement co-location of checkpoints. Lastly, Government should consider the feasibility of round the clock immigration services at other checkpoints.
Also,Hong Kong have many shopping malls,famous restaurant and sight-seeing place, such as, the Bauhau Square, the Peak, the Big Buddha, etc.
And Hong Kong has many food that we can't eat at the other place. All these attract tourists to come to Hong Kong.
