I can ensure you that this name is NOT Russian or Eastern European AT ALL! Russian names (and indeed, Eastern European names) sounds very strong and harsh, eg.
Valdimir, Boris, Alexi, Dmitri - all very common Russian male names.
Kazaf sounds like a Middle Eastern, probably from an Arabic origin. In fact, a search on the web with the name 'Kasaf' instead gave results from the Hebrew Bible with the same word that is related to the Arabic word, which means -
to make pale/ to turn pale
