There are already organizations that had formulated internal instructions, preparing to utilize the below solutions to solve the financial crisis that was brought about because of the government’s idea of allocating all the sponsoring funds at once:
- Decrease the upper limit of wages
-Reduce the increase of wages
-Associate the staff’s wages with their work performance, and only the ones with excellent performance will receive a salary boost.
-Stop following the government’s advice on salaries and decide on them with reference to the current market situation
-Dismiss some workers and increase the workload of current workers
-Decrease all wages.
Some time ago, 屯門仁愛堂綜合服務中心 fired two employees who had worked their for a long time; the director’s board of 痙攣協會 attempted to freeze wages and increase working hours (the plan was abandoned due to the extreme opposition of the workers and the workers' union); 東華三院 even unreasonably increased the working hours of the frontage workers; and YMCA also closed down the youth center in 葵涌麗瑤村, because it predicted that the government may reduce its subsidizations. All these are the expected consequences of allocating all the sponsoring funds at once.

In order to relief the impact caused by Lump Sum Grant (LSG), some organizations have already announced internal instructions with the following possible policies:

——員工薪酬與表現掛鉤，表現良好的才獲加薪；Salary corresponds to performance, i.e.
Increasing salary could only happen to employees with commented good performance.

reference to labour market instead of government's pay scale
——削減人手，現有員工增加工作量；Increase average work load to existing employees while decreasing the number of workers.
——全體減薪。Decrease wage to all employees.
Recently, two senior employees were dismissed by the Tuen Mun Yan Oi Tong Integrated Services Centre;
the management of Spastics Association intended to increase working hours with wage remain unchanged (However, it was suspended under the strong objection by employees and labours association);
Tung Wah Hospitals even increased font line's working hours unreasonably.
The YMCA also decided to shut down a youth centre in Lai Yiu Estate of Kwai Chun as they predicted a decrease of funding from government.
All these are the consequences of the LSG.
The government claimed that the LSG could help organizations to be more flexible. But it is just a temptation for the managers to pull down wages more flexibly.
