I suppose 短曲 means miniatures. These are shorter works for the piano, compared to sonatas and concerts and variation sets. Examples of these include Brahms Op. 116, 117, 118, 119, the Bagatelles of Beethoven (Op. 33, Op. 119, Op. 126), or even some show pieces by romantic composers such as Rachmaninoff's transcriptions.
These miniatures do not follow a strict form, and they often come in a set, which may or may not be coherently connected to each other. In the case of Brahms or Beethoven, miniatures provide a very intimate medium for expressing very intimate thoughts, whereas others contributed very showy and flashy works to this genre.
