Normally, job requirements were drafted by the line managers as they must know exactly what kind of candidates they need.
HR department must scan all candidates' application and interview them based on the job requirements and company requirements if they have selected the right candidates in the first round. After interviewed by the candidates, the HR dept. will short-list them and let the line managers to access their job capability. This interview may be more specific which must relate to the techniques, knowledge, capability of the job.
HR may not have capability to ask these questions and make the judgement during the 1st interview. For examples, the engineering manager may ask engineering questions related to the job.
